I am directed by Mr. Secretary Balfour to
acknowledge the receipt of your letter 44135/1917
of September 13th and its enclosure on the subject of the education of Chinese under British influence in China.
A copy of the Governor of Hongkong's despatch has been sent to His Majesty's Liinister at Peking for his observations and a further letter will be addressed to you on the receipt of Sir John Jordan's reply.
With regard to the suggestion that a portion of the "Boxer indemnity" might be allocated to finance the proposed scheme, Mr. Balfour desires me to point out that His Majesty's Government having now agreed to postpone indemnity payments for five years
